Job Description:
Description Responsible for planning, coordinating, analysis,
and providing engineering support for development of the
transmission system and delivery facilities in coordination with
Tri-States electric cooperatives (Member Systems). Provide power
system planning, analysis, and engineering support to other
departments and joint planning efforts with other utilities.
Reviews and provides planning study reports and analysis for new
and modified delivery point requests including distributed energy
resources by the Member Systems. Presents requested Member System
projects for approval by the Tri-State Board. Prepare written
reports and presentations on results of transmission system studies
and other engineering studies. Perform Bulk Electric and generator
interconnection studies as necessary. Provide technical assistance
and analysis for Member System operating concerns. Develops,
reviews, and approves Member delivery point requirements and
modification requests for compliance with Line Extension Policy and
Member Service Policy. Note : There is one position available, and
this position will be filled at one of four job grade levels:
Engineer Member System Planning I, job grade 7; Engineer Member
System Planning II, job grade 8; Engineer Member System Planning
III, job grade 9 or Senior Engineer Member System Planning job
grade 10. This decision will be based on the qualifications and
experience of the selected candidate and Tri-State business needs

System Planning Hiring Salary Range: $109,000-$152,000 Engineer
Member System Planning III Hiring Salary Range: $98,000-$136,000
Engineer Member System Planning II Hiring Salary Range:
$88,000-$122,000 Engineer Member System Planning I Hiring Salary
Range: $80,000-$108,000 Actual compensation offer to candidate may
vary outside of the posted hiring salary range based upon work
experience, education and/or skill level. Responsibilities
Responsible for the development and performing planning studies and
coordinating the development of transmission system and delivery
point facilities for Member Systems based upon industry standards
and Member System requirements. Develop and perform technical
studies for the interconnected transmission system including power
flow, short-circuit, stability, and related models and
applications. Develop and maintain transmission line and
transformer databases. Develop Member System related projects for
capital construction budgets. Perform engineering analyses of joint
planning studies and operating studies with other utilities.
Represent Tri-State at coordinated planning meetings and
committees. Perform work independently and with other team members,
departments, and Member Systems or their consultants. Coordinate
with Member System on developing construction work plans and
long-range plans. Review other team staff reports and analysis,
mentor new staff or interns. Prepare written reports documenting
the results of transmission system studies and engineering economic
studies. Develop and implement standards for transmission
interconnection, service standards and compliance with other
planning standards. Provide technical directions to others and
prepare reports and special projects, as required. Present
recommended projects to Member Systems, staff, stakeholders, and
managers for approval by Tri-State Board of Directors. Evaluate
contracts and agreements affecting transmission interconnections,
transmission service, construction agreements and other documents
affecting functional area and make appropriate recommendations.
Provide analysis and support for integrated resource planning and
large generator interconnection studies, operations support, and
provide coordination, review and provide engineering support as
required. Train and coordinate the work of new personnel, as
required. Adhere to EEO laws and regulations. Because Tri-State is

essential function of the job. OTHER DUTIES AND RESPONSIBILITIES
Perform other related duties as assigned Qualifications Education
and Training Bachelor's degree in Electrical Engineering or related
area. Knowledge, Skills, and Ability: General knowledge of
electrical power transmission and substation equipment. Working
knowledge of related computer programs and applications, including
spreadsheets. Ability to maintain effective working relationships.
Ability to communicate effectively, both verbal and written.
General knowledge of safety policies and procedures, desired.
General knowledge of government regulations affecting electric
utilities, desired. Experience: Eight (8) years of related electric
utility experience in transmission system planning to include
system analysis and planning methods, and project coordination.
Note : The above requirements describe the experience and education
qualifications for the Senior Engineer Member System Planning.
Those with less experience will be hired at the I, II or III job
grade level. Other: Willingness to travel up to 25% of the time on
an annual basis. (Must possess a valid driver’s license.) Must be
able to demonstrate that he/she can perform all the essential
functions of the position. DESIRED JOB QUALIFICATIONS Power option
preferred in Bachelor’s Electrical Engineering degree. Registered
Professional Engineer.
